Cash-Back Credit Cards

Cash-back credit cards, as you might imagine, are a very popular choice among credit card consumers because a certain percentage of EVERY purchase you make (regardless of the merchant) gets returned to you in the form of cash-back rewards. The bottom line here is that student credit cards are great for someone 18-25 years of age who is looking to get their first credit card and doesn't have a lot of credit history built up yet.?


Pre-Paid Credit Cards

The last category of card on the list today is pre-paid credit cards. In fact, these are not credit cards at all, in a strict sense, because you are not being loaned any money. Instead, you send in cash to the credit card company, which is then loaded on the card for you to spend. These cards generally come with higher fees than the other types of cards on this list, since you're paying for an added service from the credit card company.

The bottom line here is that pre-paid cards make sense for someone that has bad credit history and can't yet get a regular credit card, but wants to start gradually restore their credit history.?

NASA rover closing in on Mars to hunt for life clues

CAPE CANAVERAL, Florida (Reuters) - NASA's Mars rover was on its final approach to the red planet on Sunday, heading toward a mountain that may hold clues about whether life has ever existed on Mars, officials said.

The rover, also known as Curiosity, has been careening toward Mars since its launch in November. The nuclear-powered rover the size of a compact car is expected to end its 352-million-mile (567-million-km) journey on August 6 at 1:31 a.m. EDT.

The landing zone is a 12-mile-by-4-mile (20-km-by-7-km) area inside an ancient impact basin known as Gale Crater, located near the planet's equator. The crater, one of the lowest places on Mars, has a 3-mile-high (5-km-high) mountain of what appears to be layers of sediment.

Scientists suspect the crater may have once been the floor of a lake.

If so, they believe that sediments likely filled the crater, but were carried away over time, leaving only the central mound.

Readying to travel the last stretch to its landing site, Curiosity fired its steering thrusters for six seconds early Sunday, tweaking its flight path by 0.4 inches (1 centimeter) per second.

"I will not be surprised if this was our last trajectory correction maneuver," chief navigator Tomas Martin-Mur, with NASA's Jet Propulsion Laboratory in Pasadena, California, said in a statement.

Curiosity is expected to hit the top of the Martian atmosphere at 1:24 a.m. EDT on August 6. If all goes as planned, seven minutes later the rover will be standing on its six wheels on the dry, dusty surface of Mars.

Landing is by no means guaranteed. To transport the one-ton rover and position it near the mound, engineers devised a complicated system that includes a 52-foot (16-metre) diameter supersonic parachute, a rocket-powered aerial platform and a so-called "sky crane" designed to lower the rover on a tether to the ground.

NASA last week successfully repositioned its Mars-orbiting Odyssey spacecraft so that it would be able to monitor Curiosity's descent and landing and radio the information back to ground controllers in as close to real time as possible.

Earth and Mars are so far apart that radio signals, which travel at the speed of light, take 13.8 minutes for a one-way journey.

How to avoid traps in plastic electronics

Plastic electronics hold the promise of cheap, mass-produced devices. But plastic semiconductors have an important flaw: the electronic current is influenced by "charge traps" in the material. These traps, which have a negative impact on plastic light-emitting diodes and solar cells, are poorly understood.

However, a new study by a team of researchers from the University of Groningen and the Georgia Institute of Technology reveals a common mechanism underlying these traps and provides a theoretical framework to design trap-free plastic electronics. The results are presented in an advance online publication of the journal Nature Materials.

Plastic semiconductors are made from organic, carbon-based polymers, comprising a tunable forbidden energy gap. In a plastic light-emitting diode (LED), an electron current is injected into a higher molecular orbital, situated just above the energy gap. After injection, the electrons move toward the middle of the LED and fall down in energy across the forbidden energy gap, converting the energy loss into photons. As a result, an electrical current is converted into visible light.

However, during their passage through the semiconductor, a lot of electrons get stuck in traps in the material and can no longer be converted into light. In addition, this trapping process greatly reduces the electron current and moves the location where electrons are converted into photons away from the center of the device.

"This reduces the amount of light the diode can produce," explained Herman Nicolai, first author of the Nature Materials paper.

The traps are poorly understood, and it has been suggested that they are caused by kinks in the polymer chains or impurities in the material.

"We've set out to solve this puzzle by comparing the properties of these traps in nine different polymers," Nicolai explained. "The comparison revealed that the traps in all materials had a very similar energy level."

The Georgia Tech group, led by Jean-Luc Bredas, investigated computationally the electronic structure of a wide range of possible traps. "What we found out from the calculations is that the energy level of the traps measured experimentally matches that produced by a water-oxygen complex," said Bredas.

Nicolai explains that "such a complex could easily be introduced during the manufacturing of the semiconductor material, even if this is done under controlled conditions." The devices Nicolai studied were fabricated in a nitrogen atmosphere, "but this cannot prevent contamination with minute quantities of oxygen and water," he noted.

The fact that the traps have a similar energy level means that it is now possible to estimate the expected electron current in different plastic materials. And it also points the way to trap-free materials. "The trap energy lies in the forbidden energy gap," Nicolai explained.

This energy gap represents the difference in energy of the outer shell in which the electrons circle in their ground state and the higher orbital to which they can be moved to become mobile charge carriers. When such a mobile electron runs into a trap that is within the energy gap it will fall in, because the trap has a lower energy level.

"But if chemists could design semiconducting polymers in which the trap energy is above that of the higher orbital in which the electrons move through the material, they couldn't fall in," he suggested. "In this case, the energy level of the trap would be higher than that of the electron."

The results of this study are therefore important for both plastic LEDs and plastic solar cells. "In both cases, the electron current should not be hindered by charge trapping. With our results, more efficient designs can be made," Nicolai concluded.

Insight: ECB thinks the unthinkable, action likely weeks away

FRANKFURT/PARIS (Reuters) - The European Central Bank is thinking the unthinkable to save the euro, including resuming its controversial bond-buying program and possibly even pursuing quantitative easing - in effect printing money.

Bold action is probably at least five weeks away, insiders say, though some more clues may come when the ECB reveals its latest interest rate decision on Thursday.

Several other pieces have to fall into place before the ECB will act decisively, insiders say. These include a request for assistance from Spain, which Madrid is still resisting, a decision by euro zone leaders to let their bailout fund buy bonds at auction, and a German court ruling on the legality of the euro zone's permanent rescue fund, due on September 12.

Above all, ECB President Mario Draghi must overcome the resistance of Germany's powerful central bank, the guardian of monetary orthodoxy, glowering from the other side of Frankfurt.

Draghi raised expectations last Thursday that the ECB would resume buying sovereign bonds as Spanish and Italian borrowing costs vaulted towards levels that could force the euro zone's third and fourth largest economies out of the credit markets.

"Within our mandate, the ECB is ready to do whatever it takes to preserve the euro. And believe me, it will be enough," he told a pre-Olympic investment conference in London.

Draghi made it clear he believes the ECB can legitimately intervene in bond markets to curb the high interest rates investors are demanding for buying Spanish and Italian debt rather than safe-haven German Bunds. "To the extent that the size of the sovereign premia hamper the functioning of the monetary policy transmission channels, they come within our mandate," he said.

His remarks surprised some colleagues on the ECB's policy-setting Governing Council, who had not been consulted, central bank sources said.

The counterblast from the Bundesbank came within 24 hours.

The once mighty German monetary authority, now an affiliate and the biggest shareholder in the ECB, declared its opposition to reviving the dormant bond-buying program, arguing that it would remove market pressure on heavily indebted governments to pursue austere budget policies and economic reforms.

"The mechanism of bond purchases is problematic because it sets the wrong incentives," a spokesman for Bundesbank President Jens Weidmann told Reuters.

The Bundesbank has also consistently opposed other ideas - such as giving the euro zone's rescue fund a banking license and letting it borrow from the central bank to fight fire in the bond markets - on the grounds that they breach a European Union treaty prohibiting monetary financing of governments.

Draghi and Weidmann will have a chance to thrash out their differences when they meet before Thursday's monthly meeting of the Governing Council. The outcome of this struggle between the ECB and the German parent on which it was modeled may determine whether the euro survives.

This account of the tug-of-war among Europe's central bankers is based on numerous conversations with ECB and national central bank policymakers, European Union officials and private bankers privy to ECB policy debates, who spoke on condition of anonymity because of the acute sensitivity of the subject.

OPTIONS

The ECB has already cut interest rates to a record low 0.75 percent, bought 211.5 billion euros-worth of troubled euro zone governments' bonds and loosened its collateral rules so it now accepts all kinds of paper from mortgage-backed securities to car loans as surety for funds.

Short-term options for further action include a deeper cut in rates and a further easing of collateral rules. But both are seen as having limited benefits and plenty of drawbacks.

The main idea under consideration is re-activating the bond-buying program for Spain and Italy in tandem with the euro zone's rescue funds. Supporting Spain would entail a negotiated agreement stipulating fiscal targets and economic reform conditions and international monitoring of them, several sources in the Eurosystem of central banks said.

To save Spanish Prime Minister Mariano Rajoy's face, such a program might be less exacting than the EU/IMF bailouts imposed on Greece, Ireland and Portugal.

The ECB might also make a third drop of long-term cheap loans to euro zone banks after lending them 1 trillion euros in three-year, low-rate funds earlier this year. But much of that money has so far ended up parked back in the ECB's vaults rather than being lent to other banks or to the "real economy".

Some central bankers believe a depreciation of the euro's exchange rate could ease the problems of peripheral countries such as Portugal and Italy, which compete with China in sectors such as textiles, shoes and furniture.

The euro has slipped from around $1.50 to just above $1.20 since the sovereign debt crisis erupted in early 2010, but any deliberate move by the ECB to weaken the exchange rate would be likely to anger the U.S. Federal Reserve and the Bank of Japan.

BIG BAZOOKA

Bold options such as accepting losses on ECB holdings of Greek government bonds, and the ultimate "Big Bazooka" of buying up masses of bonds from all euro zone countries, are also on the central bankers' radar screen, the sources said.

The latter would emulate the U.S. Federal Reserve and the Bank of England policy known in central bank jargon as quantitative easing, and to ordinary citizens as printing money.

Since the onset of the global financial crisis in 2008, the Fed has tripled the size of its balance sheet and the Bank of England's has more than quadrupled; but the ECB's has expanded less than threefold, mostly through long-term lending to banks.

When the ECB did buy Greek, Portuguese, Irish, Spanish and Italian bonds, a program suspended since March, it insisted that for each extra euro created, a euro was withdrawn from circulation by taking in interest-bearing deposits from banks. This is called sterilization, intended to prevent inflation.

The most radical option for the ECB would be to create money to buy debt across the euro zone without sterilizing the purchases. Insiders say that if such an operation bought debt from all euro zone countries, the ECB could avoid accusations of financing individual governments.

A risk of deflation could give the ECB cover to embark on QE, and some policymakers think that in extremis the Bundesbank could go along with such a policy, so long as it did not involve buying government bonds.

With inflation falling fast towards the ECB's target of below but close to 2 percent, growth slowing sharply in northern Europe and recession deepening in the south, the central bank has unusual scope to move.

By buying assets other than sovereign debt, such as bank and corporate bonds, the ECB could still pump money into the system while circumventing the "monetary financing" taboo. One option would be for the ECB to allow the euro zone's national central banks to do the bond-buying and carry the risk.

Yet some central bankers worry about whether QE would achieve the desired result of durably reducing sovereign bond spreads and reviving inter-bank lending.

COMMUNICATIONS

The ECB used to be known for an iron grip on its communications policy. Board members and national central bankers were assigned key messages to deliver, and massaging market expectations was one of the great skills of Draghi's predecessor, Frenchman Jean-Claude Trichet.

That discipline began to fray in the 2008 financial crisis, when then Bundesbank chief Axel Weber opposed any interest rate cut below 1 percent. It weakened further in May 2010 when Weber openly dissented from the ECB's decision to start buying Greek bonds, arguing that it could be inflationary in the long term.

Weber and former ECB chief economist Juergen Stark both resigned in opposition to the bond-buying program, fuelling German public suspicion of the ECB, which was seen as having strayed from its German orthodox monetary roots.

Insiders say Draghi, who encourages debate, intentionally runs a less rigidly controlled ship than Trichet did.

However, several fellow central bankers were furious when Austria's Ewald Nowotny last week floated the idea of giving the euro zone's future permanent rescue fund a banking license, so it could tank up on cheap ECB liquidity. A legal opinion previously sought by the ECB had concluded that such a move would breach the treaty ban on monetary financing of governments, insiders said.

Nowotny's friends said he wanted to stir up debate and hinted Draghi was privately sympathetic to his view. Critics say he just muddied the waters and enraged the Bundesbank.

WHAT WORKS?

Within the Eurosystem, officials are puzzling over what will work. Merely reactivating the ECB's bond buying program, even in tandem with bond-buying by the euro zone's rescue funds, may be too small a bazooka to deter speculators from betting against Spain or Italy, two central bankers said.

"Hedge funds aren't stupid. They can count. They know how much is really available from the rescue funds, how much the central bank has bought so far, and what the political constraints are on doing more," one euro zone source said.

Even when ECB bond-buying was in full flow last year, the ECB's Governing Council limited purchases to roughly 20 billion euros a week, partly at the Bundesbank's behest, insiders say.

The experience remains seared into central bankers' memory after a debacle with Italy. Within days of making commitments to deficit cuts and economic reforms to convince the ECB to step in, then Italian Prime Minister Silvio Berlusconi went back on his promises and treated them as a joke.

"They felt cheated and they don't want to have that happen a second time," a senior financial source in the euro zone system said.

So barring a dramatic deterioration, ECB action may have to wait until conditions in the markets get still worse, Greece gets closer to the brink, and the euro zone, in the words of one Brussels crisis manager, "explores the edge of the abyss".

The family of Ashley Moser, who was critically wounded in the July 20 shooting in Aurora, said in a statement Saturday she is recovering from surgery but the trauma caused the miscarriage. Moser suffered wounds to her neck and abdomen.

Her daughter, 6-year-old Veronica Moser-Sullivan, died in the attack.

The suspected gunman, James Holmes, is due to be arraigned Monday.

Deny This: Contested Himalayan Glaciers Really Are Melting, and Doing So at a Rapid Pace-Kind of Like Climate Change

Remember when climate change contrarians professed outrage over a few errors in the UN Intergovernmental Panel on Climate Change?s last report? One of their favorite such mistakes involved an overestimation of the pace at which glaciers would melt at the ?Third Pole,? where the Indian subcontinent crashes into Asia. Some contrarians back in 2010 proceeded to deny that the glaciers of the Himalayas and associated mountain ranges were melting at all. But now, using satellites and on-the-ground surveys, scientists note that 82 glaciers in the Tibetan Plateau are retreating, 15 glaciers have dwindled in mass, and 7,090 glaciers have shrunk in size.

Why? The culprits include rising average temperatures characteristic of ongoing global warming and changes in precipitation, another sign of climate change, according to Lonnie Thompson of Ohio State University and his colleagues from the Chinese Academy of Sciences. The study appeared online in the journal Nature Climate Change on July 15 and is bad news for the hundreds of millions of people who rely on such glaciers to feed water into major rivers such as the Ganges, Mekong or Yangtze.

But climate contrarians have moved on, of course. This June, atmospheric scientist Richard Lindzen of the Massachusetts Institute of Technology, one of the only remaining climate contrarians actually trained in climate science, dismissed the documented 0.8 degree Celsius rise in average temperatures in the past 150 years or so as a small change during a talk at Sandia National Laboratory. Yet, that small change has resulted in events like chunks of ice double the size of Manhattan breaking free of the ancient Greenland ice sheet last week. Just a few years ago, an even bigger ice-massif crashed into the sea. Events that once happened every few decades in Greenland now happen every year or so.

That ?small change? has also been enough for weird weather to play havoc around the world, whether it be the epic drought currently over-baking Midwestern corn crops or the torrents of rain unleashed this year on Beijing, killing at least 77 people, according to the Xinhua news agency. The list of weather-related disasters continues to get longer with each passing year and, while no single weather event can be tied directly to climate change, our continuing fossil-fuel burning loads the climate dice in favor of more and more snake-eye rolls such as deadly floods or searing droughts. It?s all unfolding pretty much as predicted by climate scientists in the 1980s.

What?s also unfolding pretty much as demanded by climate contrarians is a dearth of efforts to address the problem, maybe because we?re all in denial. Global emissions of the greenhouse gases responsible for all this continue to grow, after taking a brief dip due to the Great Recession. Political and policy efforts to address the climate crisis, whether at the national or international level, seem spent (although there is some hope in efforts to buy time to combat climate change by cutting back on soot). Witness the climate talks in Durban, Cancun or Copenhagen. In the U.S. about the only leader still advocating for action to halt climate change is Bill McKibben, who has become somewhat of a climate Quixote, tilting for windmills and against the fossil fuel industry.

That industry, particularly titans such as ExxonMobil, has expressly achieved the goals laid out in an American Petroleum Institute memo from the 1990s recently reproduced in Steve Coll?s book Private Empire:

- Average citizen ?understands? (recognizes) uncertainties in climate science
? Recognition of uncertainties becomes part of the ?conventional wisdom?
? Media ?understands? (recognizes) uncertainties in climate science
? Media coverage reflects balance on climate science and recognition of the validity of viewpoints challenging current ?conventional wisdom?
? Those promoting the Kyoto treaty [a global effort to reduce greenhouse gas emissions] on the basis of extant science appear to be out of touch with reality.

All five of those items on the list can be checked off. That?s a big part of the reason why climate change has not featured as an issue in this year?s U.S. presidential election.

What hope there is at present for addressing climate change in the U.S. lies in natural gas, dismissed as a nuisance for decades by the oil and coal industries. The ?last fossil fuel,? primarily the molecule known as methane, is itself a potent greenhouse gas. However, burning natural gas to generate electricity produces roughly half as much carbon dioxide the most ubiquitous greenhouse gas as burning coal does. Already, this year, burning natural gas accounts for as much electricity as burning coal for the first time in U.S. history, and its use has helped drop U.S. emissions by 430 million metric tons over the past five years, according to the International Energy Agency.

If fracking for shale gas can work for China too, global emissions could begin to drop (though it appears more likely at present that the U.S. will export highly polluting coal to China in greater quantities than any shale gas know-how). And if there?s enough natural gas and there certainly is if we can learn to tap the methane molecules ensconced in icy cages throughout the world?s oceans we might even use it to displace oil as the primary fuel for our cars and trucks.

At the same time, renewables, such as solar and wind, continue to grow by leaps and bounds, and nuclear power, though it may be moribund in the U.S., is gathering a renewed head of steam in countries such as China.

None of this will happen fast enough to reduce greenhouse gas emissions at a sufficiently dramatic pace to stop climate change. After all, burning natural gas still means more CO2 molecules in the atmosphere trapping heat. Cheap natural gas will also likely slow the race to develop and deploy alternative energy as well as the sprint (in geologic terms) to a global warming of more than 2 degrees Celsius. We?re on track to achieve that over the next 40 years or so, with natural gas or without it.

That means that the people of 2100, or even 2500, will have us to blame if they don?t like the weather. In the shorter term, we?ll all have to learn to adapt to more sea level rise, weird weather, acidified oceans and other climate change impacts. The Earth is different now and will change even more fewer and fewer glaciers at the Third Pole, less ice at the North Pole and, who knows, a few hardy plants taking root in Antarctica for the first time in millennia. There?s just no denying it.

Life and Other Nonsense: Essay for Foster to Adopt

I grew up as an only child and loved it. Both of my parents were raised in the age of corporal punishment and made the decision that I would not be raised in that environment. And I wasn't. Spanking and time-outs were?foreign?concepts to me. That doesn't mean I wasn't removed from a situation when misbehaving - I was. With my parents. We would have to go home and there was no more fun at the park, friends house, toy store, etc. Or, heaven forbid, I would have to sit next to my mom or dad with the grown-ups if I was acting out somewhere. I knew what was expected and the expectations were consistant.

People tell me now how well-behaved my son Cortland, who is three, is and I know it's because I learned from my parents that?consistency on the parents part?is a must. Ah! I sound so proud of myself, don't I? I'm actually very proud of him. We have our fair share of corrections to behavior, but, for the most part, we we're blessed with an exceptionally easy-to-redirect child.

My memories of childhood are happy. I remember spending fun summers with my grandma, aunt and cousins in Iowa.?There were Penny Hunts and birthday parties and always lots of family and friends around.?I loved playing board games like Forest Friends, Sorry and Trouble with my parents. When I got older it was card games Skip-Bo, Uno and Gin. It's funny now, but I was always a little annoyed that my teenage friends would rather sit around the kitchen table on a Friday night with my parents and me and play Gin. Now I can only hope that Cortland's friends feel the same when he gets older. I learned early that I wouldn't always win, and that was okay. Learning how to lose graciously has served me well in life.

My teen years were hard. I was an emotional kid and tended to speak my mind. I took to heart injustices to myself and to those around me. I had issues recognizing which "causes" to plant my flag and which to just let go. My parents provided counseling on and off from the time I was 13 - 18 so I could have someone to talk through the daily complexities of being a teenager. They knew I would have things I just couldn't talk to them about and they were okay with that. I know now how hard that was on my mom especially. I'm so glad she didn't try to be my best friend then, and, because of that, she is my best friend now.

The next chapter in my life was quite the learning experience. I was married to my high-school sweetheart at 19. He was an artist and came from a very different family situation than I did. I accept now (after many, many books and lots of counseling) that ?you can't "fix" someone. I wanted my marriage to be like my parents marriage. A marriage of partnership, love, trust, kindness and respect. That is not what I got. I tried for 10 years to make that happen and finally had an epiphany that my then husband didn't know how - and wasn't willing to learn - to have a marriage like that.

I have thought hard about whether, if given the chance, I could erase and do over those years between 16 and 30. I wouldn't. I know that those experiences have shaped me to be the person I am today and shaped the choices I have made in the last nine years that have manifested in the life I lead today.

My husband and I were friends before we started dating. He just understood me. He got my personality and my sense of humor. It was (and still is) easy to be with him. He's my best friend. I know everyone says marriage isn't supposed to be easy, it takes work and sometimes struggle - I don't buy that. Been there, done that and it was not fun. Being married to Alan is fun. We disagree and we have struggles in life that we work through together. But our actual marriage? Not a struggle.

Alan and I have had to deal infertility. We have been through two ectopic pregnancies and one failed round of IVF. (Not to mention my poor husband got to deal with an hormonal nut-case for two years. One year while on hormone shots during two rounds of IVF and 35 weeks of pregnancy! That man deserves a medal!) We also held hands during the 5 1/2 week early delivery of our son and the?subsequent?10 days he was in NICU. But we did it together and somehow that made it?bearable.

My life today is blessed. I still hate doing laundry and dishes (who doesn't!) and, being a stay-at-home-mom, those are part of my job?description. I drive my son to his occupational and speech therapy twice a week and he sees a funcional neurologist twice a month for his motor-planning and low-tone issues. I am in charge of making sure that OT is?incorporated?in his at home play. Which means I make sure Alan knows what's going on with Cortland's therapy and how he can make his playtime?beneficial, too. We also have weekly play-dates with friends. And on Friday we do a fun outing - anything from just going out to eat at a sit-down?restaurant?(to practice table manners) to going to the Dallas Aquarium or the waterpark.

As for me, I love to knit. That is my downtime. I could bore to to pieces with why I love to knit and how enjoyable and calming it is to me. I also work out at the YMCA three(ish) times a week. Every Sunday we spend the day at my in-laws in Arlington. I love having family so close and am especially lucky that I love my in-laws and think of them as friends. Time at their house is relaxing and peaceful. I also read. Right now I'm reading books about fun activities to do in the summer with a sensory kid, but I just finished up the King of Thrones series, so it's not all work-reading.

Alan and I have always wanted another child. We thought long and hard about trying IVF again and about straight adoption. The money issue is the reason we decided not to go that route, but not for the obvious reasons. We can afford either option, but feel that money is better spent on education for Cortland or any other child we would be lucky enough to have. Foster to Adopt is a win-win. I feel like there is so much more I could be doing for the community and loving children is what I excel at. I know that whatever loving foundation I can provide for a child will be paramount to my own emotional ramifications reunification would mean. It's not about me, it's all about the child.

Actor-comedian Fred Willard wants to set the record straight following his July 18 arrest for suspicion of engaging in a lewd act at an adult movie theater. According to the "Best in Show" star, it?s all a big misunderstanding.

Willard visited "Late Night With Jimmy Fallon" on Thursday night and started with an ice-breaker before moving on to the serious stuff.

"You know, let me say this: It's the last time I'm going to listen to my wife when she says, 'Why don't you go out and see a movie?' " Willard joked.

As for the movie in question, well, Willard insists he didn?t exactly plan that excursion.

"The whole adult theater thing -- I thought they were gone!" he said. "And I see this one, it has such a Polynesian, exotic look to it. I said, 'Maybe there?s hula dancers in here. Maybe there?s mai tais.' I went in, and I realized I was the only one awake and sober and conscious. ... It was like a trip down Alice in Wonderland -- down the rabbit hole."

And just as innocent, as far as he?s concerned.

"It?s embarrassing as hell, but let me say this: Nothing happened," Willard explained. "I did nothing wrong. Everything?s being sorted out as we speak."

The actor admitted that though he?s ?tried to laugh it off,? it?s been a painful ordeal for him. And from his recollection of the outing, it definitely wasn?t worth it.

"My summary of the whole evening was: It?s an interesting theater, a boring movie and a great place to take a nap."

Hydrocarbon production was 2,261 thousand barrels of oil equivalent per day (kboe/d) in the second quarter 2012, a decrease of 2% compared to the second quarter 2011.

Commenting on the results, Chairman and CEO Christophe de Margerie said :

?Despite a decline in crude prices, the Group reported adjusted net income of 2.9 billion euros in the second quarter, a modest increase compared to the same quarter last year.

In contrast, Refining & Chemicals enjoyed an improved environment and was able to capitalize on higher refining margins in Europe.

In Upstream, the Group was impacted by incidents in the UK North Sea. Nigeria, and Yemen. Total responded to these events responsibly and transparently, demonstrating the priority it places on safety and the environment.

The second quarter was also marked by successes. The Group started-up production on Islay, Bongkot South, and Halfaya. New offshore exploration licenses acquired in Uruguay, Kenya, and most recently Bulgaria add to Total?s portfolio of high-potential acreage.

Finally, by increasing its share of the Ichthys project in Australia, Total strengthened its already prominent role in fast- growing Asian markets and solidified its position among the worldwide leaders in LNG.

Amid a challenging economic environment, it is with confidence that Total faces the second half of 2012, supported by the strength of its balance sheet and the dedication of its teams which allow the Group to develop and execute high-value projects in each segment. ?

UC HealthNews : Minimally Invasive Prostate Cancer Surgery ...


When Charles Andrews, 55, of Mason, was diagnosed in April 2011 with localized prostate cancer, trusted advice gained by word of mouth brought him to the office of UC Health urologist and surgeon Nilesh Patil, MD.?

Andrews had localized prostate cancer and he knew he had options for treatment, but felt a bit daunted by the choice. He began asking his family, friends and co-workers for recommendations. It was his coworker?s sister?who also happened to be an old friend of Andrews and nurse in West Chester?who connected him with Patil.

"I felt extremely comfortable with Dr. Patil from the beginning. He gave me his cell phone number, was quick to answer my questions and very specific about what to expect before, during and after the surgery,? recalls Andrews. "He encouraged me to interview multiple surgeons before I chose him. I did, but Dr. Patil was the right surgeon for me.?

The Catheter-Less?Prostatectomy?Approach?

Through Patil, UC Health is one of two health care systems in the United States and the first in Ohio to offer robot-assisted prostate cancer surgery (prostatectomy) without the need for a penile catheter post-op. Studies have shown that almost 80 percent of patients are severely bothered by the presence of a catheter after surgery.?

The no catheter technique involves draining urine directly from the bladder through a small incision above the pubic bone via a small tube after surgery. This spares the patient of the irritation of a penile catheter during recovery and allows for early bladder training. In traditional prostate cancer surgery, patients have a penile catheter for up to seven to10 days to drain urine while the surgical site heals.

"Patients experience less pain with this technique and the outcomes are no different when the surgery is performed at experienced medical centers like UC Health,? adds Patil, who also serves as an associate professor of surgery at the UC College of Medicine and director of robotic services (urology).?

Andrews, who is a middle school history teacher and sports coach, says this catheter-less approach addressed his chief fear about prostate cancer surgery: post-surgery bladder control.

"I coach high school baseball; wearing bladder protection wasn?t an option for me. Dr. Patil assured me regaining bladder control wouldn?t be much of a problem, and he was right,? says Andrews. "Two weeks after surgery, I had complete control back. It was a huge relief.??

Andrews underwent the robot-assisted catheter-less prostatectomy at UC Health University Hospital on June 2, 2011. A year later, he remains cancer free and says he has a great quality of life.?

Rather than waiting for the inevitable question, Motorola has taken to their blog and Twitter to confirm something that always manages to come up when a new device is announced and eventually released. Will the bootloader be unlockable? In the case of the Motorola Photon Q and some other upcoming unnamed devices:

Driving sobriety tests likely to miss medical pot

NEW YORK (Reuters Health) - A new, small study suggests medicinal marijuana may impair users' driving skills - but might be missed by typical sobriety tests.

At doses used in AIDS, cancer and pain patients, people weaved side to side more and had a slower reaction time in the hours after using the drug, researchers from the Netherlands found.

For people who hadn't built up a tolerance to marijuana, those effects were similar to driving with a blood alcohol content of 0.08, the point at which drivers are considered legally impaired, they said.

"At this time, we know very little about the possible effects that medical marijuana may have on, say, motor vehicle crash rates, injury rates and mortality rates," said Dr. Guohua Li, who has studied marijuana and traffic accidents at Columbia University in New York but wasn't involved in the new research.

"There is a concern medical marijuana may interact with other drugs such as alcohol that may further compromise driving safety," he added.

The new study involved 12 frequent marijuana users and 12 occasional (three times a month at most) smokers. At three different points, researchers led by Wendy Bosker of Maastricht University gave each of the participants either a 20 milligram or 10 mg pill of dronabinol - medical marijuana - or a drug-free placebo pill.

Two to four hours later, participants completed a series of driving tests, including trying to maintain a constant speed and drive in a straight line, or follow at a constant distance behind another car. They also went through a typical highway sobriety test, involving walking and turning and balancing on one leg.

Participants tended to weave a few centimeters side to side when under the influence, but the impairment was smaller in those who were used to doing pot regularly. After using medical marijuana people also took a second or so longer to react when following another car - although that effect could have been due to chance, the researchers reported in the journal Addiction.

The highway sobriety tests, however, didn't pick up any impairment due to marijuana.

LAWS

Dronabinol, marketed as Marinol, is intended to have a slower onset than pot used recreationally and can leave people feeling "high" hours after they take it.

"It lasts longer in the oral form, so people are likely to remain impaired for longer periods," said Dr. Barth Wilsey, who studies marijuana for pain relief at the University of California, Davis.

Wilsey, who didn't work on the new study, noted that the doses of dronabinol used in it were the highest allowed, and patients usually are started on lower doses.

"You can go to once a day dosing at bedtime, two and a half milligrams if you're having side effects," he told Reuters Health - and then impairment while driving wouldn't be a concern.

Generic dronabinol costs about $4 for each low-dose pill, or up to $15 per high-dose pill.

Medical marijuana is currently legal in 17 states and Washington, D.C.

Li told Reuters Health most states that have legalized medical marijuana have a provision under the law that people shouldn't drive under the influence.

How well that provision is enforced, and how closely people who use medical marijuana comply with it, is another question, Li said. As the new study shows, "There's no easy way right now to tell if someone is under the influence of marijuana."

Researchers are working on such tools, Li said, but they may be years away from being ready for use in the real world.

Why are cabinet ministers above the law? ? Constitutionally Speaking

News that the drivers of official vehicles of several cabinet ministers have been driving around at high speed, collecting hundreds of thousands of Rand in speeding fines in the process, does not come as a surprise. Neither does it come as a surprise that the Department of Justice and Constitutional Development announced yesterday that these fines do not have to be paid as it was perfectly legal for blue light cars of cabinet ministers to disobey the same legal rules which us mere mortals are required to obey.

Section 58 and 60 of the National Road Traffic Act of 1996 were specifically changed in 2008 to allow those who are driven around by VIP Protection Unit Members with blue lights blaring to ignore traffic signs and speed limits. The amended provisions do not require the existence of an emergency situation before the official driver could legally disregard the laws of the road.

The provisions do place some limits on this otherwise blanket authorisation to break the law.

First, the Act states that a driver of a blue light vehicle who disobey the rules of the road ?shall drive the vehicle concerned with due regard to the safety of other traffic?. Reckless driving, pushing other cars from the road and speeding to such an extent that it endangers the lives of others are not authorised by the Act. Where the drivers of blue light cars drive dangerously, they are exceeding their legal powers and they should be arrested. If blue light bullies fail to have sufficient regard for the safety of other road users they are criminals and the politicians who condone this behaviour are complicit in the commissioning of a crime.

Second, these drivers can only drive faster than the speed limit and disobey traffic signs if they are busy carrying out their official duties. They cannot speed or ignore other traffic rules when they are not actually driving around the VIP, the VVIP, or the VVVIP (I am tempted to keep on adding another ?V? ad infinitum to illustrate the high importance of the esteemed cabinet ministers ? at least in their own eyes). The statement by the Department is therefore not entirely correct as only those speeding fines incurred by drivers while doing their official duties would not be payable.

Apart from these requirements, there are no other limits placed on when the drivers of blue light cars can speed or ignore other traffic rules.

There are two problems with these amended provisions which specifically authorise those officials who drive around cabinet ministers and other Very Important People to disregard the ordinary traffic rules.

First, there is something completely unethical about these provisions. The amended provisions confirm that cabinet ministers and others authorised to make use of blue light cars, believe that they are so important that they should be treated differently from everybody else and that they are, in fact, for all intents and purposes above the law as far as traffic rules are concerned. In a country in which respect for the law is not high and in which corruption thrives, there is something deeply troubling about the message being sent out by these provisions. ?Surely, cabinet ministers more than anyone else, should send a signal that they do not see themselves as above the law and that they are respectful of the same laws that the rest of us are supposed to obey?

Second, I am far from sure that these provisions comply with the constitutional requirements for valid law associated with respect for the Rule of Law. Our courts have found that the Rule of Law is not only a founding value contained in section 1 of the Constitution. It also contains specific aspects against which all legal provisions can be tested to ascertain the constitutionality of those provisions.

Legal provisions have to be rational, amongst other things, in order to comply with the requirements of the Rule of Law This means that the provisions have to be aimed at achieving a legitimate government purpose and that there must be a rational relationship between the provisions and the legitimate purpose sought to be achieved by them.

Can one say that in an constitutional democracy, founded on egalitarian values and based on the notion that no one (not even a VVVVVVVVVIP) should ever be treated as if he or she is above the law, that it could ever be legitimate for a law to allow cabinet ministers to be driven around in vehicles who need not keep to the speed limit and can ignore all other traffic rules? Is it ever a legitimate purpose to exempt cabinet ministers from the law for the sole purpose of exempting them from the law?

As the provisions in the Act do not limit these exemptions to special situations (for example, where it might be necessary to drive above the speed limit to whisk a cabinet minister away from a dangerous situation where his or her life might have become endangered by an angry crowd demanding an end to corruption or demanding a speedy delivery of school textbooks), there can be no other purpose for these provisions than to allow cabinet ministers who are being driven around to be exempt from the ordinary traffic rules aimed at protecting the public at large. I would be surprised if a court would ever agree that it is a legitimate government purpose to treat cabinet ministers as largely being above the law as far as traffic rules are concerned.

But even if one invents a more narrow purpose for the law ? for example, by arguing that the purpose of the law is to protect the safety of cabinet ministers ? then there can be no rational relationship between the almost blanket exemption from the law contained in section 58 and 60 of the Act and the purposes sought to be achieved by these provisions. In fact, I would think it is irrational to argue that in order to protect the safety of cabinet ministers, one must allow their drivers to drive at high speed and to ignore all road traffic rules. Such rules might well expose the relevant minister to considerable risk of being killed in a car accident and cannot be said to be rationally related to their protection. In the absence of further qualifications in the Act which limits the situations where blue light cars can ignore all traffic rules, the law seems irrational.

But this is not really the most important point. The larger point is that in 2008 our government set out to change the law to allow the drivers of cabinet ministers to ignore almost all traffic rules. What does it say about the way in which members of our government view themselves and their relationship to the ordinary legal rules which bind the rest of us? Is it any wonder that so many cabinet ministers are caught up in allegations of corruption, if they seem to think that they should be above the law because they are cabinet ministers?
